Send test
Invite a candidate. This sends a real invitation email to the candidate address you supply.
Idempotent on application id + test id: repeating the call while the
order is open returns the same partner_interview_id and sends no
second email. An order that was cancelled or failed is reopened.

Capstone sends a bodiless `PATCH` to the `url` received in `send_test` when results are ready, authenticated with the partner key as Basic username. Greenhouse then calls `test_status`. Retried up to 6 times with exponential backoff from one minute.
